08 crown vic wipers?

My windshield wipers work fine 95% of the time.
Once in a great while I turn the car on and my
Wipers do not work. The fluid pump also doesn't
work when this happens. The high low beam on
the switch still works even when the wipers are
down. It always comes back on its own within 5 to
10 minutes at random. Hard to test because how
it is in and out of function so random? Any help
would be appreciated! Thanks
