Stuck on muck on car hood

There is this tar-like stuff on the body of my car and
it is almost impossible to pick off. It seems to be
scattered all over. I’m wondering what it is.

Were you anywhere close to a place that was using hot tar for roofing or roof repair? That's what it looks to me, get some bug and tar remover and see if that helps getting it off, then of course a good hand wash and rewaxing.
