gmc envoy radiator fan

Engine was over heating. I replaced the thermostat and water pump. Filled the
system with coolant and ran it. RPM's would get very low (5 seconds-ish) then
bounce back up then drop again (20-30 Seconds-ish). Engine continued to over
heat and noticed the radiator fan wasn't coming on. Fan Clutch?

You may have other issues. The idle should be stable there maybe unmetered air getting in, cracked fresh air tube, intake gasket vacuum leak, blown head gaskets, computer and or sensor misreading. The fan clutch is electric and computer controlled. I recommend you do a live data scan at least to see if the sensors and computers are showing proper readings and running control functions. Could become a budget killer really fast.
Did you hook the fan connection back up on the shroud after the water pump was replaced? Located on drivers side of shroud. With a hydrometer ($5) I'd check your mix to make sure it's 50/50. Get all the air out also. Also, did you disconnect your battery when removing the stat? (I do that too for more room). If so, there's your idle problem. Remove the throttle body and clean it, cheap fix.
