External wastegate

I am in the process of doing an external
waste gate with an up pipe and dump tube
swap. I've heard that you need to get a pro
tune when you do this. Why is that? Would
you be able to not get the tune and still be
able to drive the car without any CEL?

Drivable. Yes. The fear is about over boosting. Your engine might not understand the new parameters you've install. So it might squirt fuel like ussual. With a new wastegate you could be running higher boost. You engine can go lean (more air, less fuel). It causes engine to blow up.
