I'm considering buying a 2014 Toyota Camry with 67K miles on it. It has a spotty service record though.

According the carfax, it was only taken to the dealership 3 times and the
last was at 20k miles. The interior was not well maintained and the car was
repossessed, so I'm a little concerned that the oil wasn't changed regularly.
Should I even consider buying a car without a consistent service record? Is
there any way I can tell whether or not I should be concerned about oil
changes?

If the price were right, it would be worth the gamble. But as you correctly noted, you have no way of knowing if this received proper maintenance, given it was repossessed and owned by a slob. You can, if they let you inspect the car, pull the oil filler cap or dipstick and give it a good sniff for burned oil. A good mechanic can spot signs of lack of oil changes. Gunk and carbon deposits on the filler cap is another sign of bad maintenance. If this is being sold by a dealership, see if they'll let you take it for a thorough inspection at another shop.
