Ford mustang 2000-03 turns over but won't start

Friend of mine had blow out on the front  diver side  
it  rip some of the wires under the fender the speed
control  harness is the one . Would that keep the
car from running

Repairing a harness can lead to shorts & even fire if not done correctly, so If your friend is dealing with wires that look like shredded spaghetti & needs to get another harness tell him that the shop I work at can sell him a good used harness.
