How do I turn off the lights on the bottom of the side mirrors

When are they on? I would think they would illuminate when you open the door, and go off when closed, no?

Lights finally went off. Now nothing works, dead battery we are thinking. Otherwise warranty company says it could be an electrical problem. We are hoping for dead battery.
