I live in Tallahassee Florida and my 1989 ford
crown victoria Ltd 5.0... my steering went out my
steering wheel turns but not the wheels and when I
checked power steering fluid it was low to empty..
can someone help me please and how much am I
looking at to have it fixed.. either at home or the
shop thanks

With low power steering fluid you should here all sorts of noise/moaning from the pump, but even so your wheels should still turn. If you are turning the steering wheel and get no movement from the front wheels, you have a problem with linkage. Could just be a busted tie rod end, fairly easy/cheap fix. But could also be pitman arm or rack. Not so cheap. You won't know until it's been inspected by a qualified mechanic, and obviously don't attempt to drive it until it's been fixed. On the cheap end (all new tie rods) you're looking at a few hundred dollars, more if they also work on brakes. Top end, you're looking at 1,500+ for rack & pinion.
