Tight steering @ vibration in the steering wheel when driving.

When turning the steering wheel it seems to
be stiff or tight to turn, is this normal for
police cars? Vibration in steering wheel
when driving. Could this be a tire out of
balance?

Check your tire air pressure first. Make sure both tires have same amount of air pressure in them. Could have a tire separation issue or tire balance problem Could be the rack and pinion going out or the pump going out or you simply need to add power steering fluid. Start with the tires and check the power steering fluid level first Also spay WD40 on the steering arm joints because they rust and will make steering harder too
