How much should a dealership charge to turn and lube rotors?

My brakes are squealing but I do not need new brakes

Dealers charge around $150 a hour. They will probably charge you at least 2 hours. Get a quote or better yet stop going to your dealer and go to a good independent shop.

If brakes are good I would suspect that they have dust between the pads and rotors

First option should be to spray some brake cleaner on them. If it continues, change pads to a different material. Turning the rotors will eliminate vibration but typically does nothing for squeaky pads.
