84 Wagoneer no heat on"heat"

Have heat when selector is in all positions(ac incl.)
except vent and heat when temperature selector is
at high. Why?

Not sure I understand. Are you referring to the temperature of the air coming out, or the location of the air coming out?

Will blow warm air through various ducts depending on the function switch lever is on. When switched to "Heat" air blows out lower outlets but its not warm.

Sounds like the blend door is not working. Check under the dash on the passenger side for any cracked vacuum hoses. While you are looking under the dash, change the heater controls to see if you see or hear any movement. It may also be the heater control valve.

That wasn't it. All controls operate. Could it be the heater control valve? Why does the defroster blow the warmest(not hot) air?
