First off it sounds like the drivers side window issue is being caused by the switch or dirty contact in the switch since it will work if you play with the switch, the passenger side sounds like the power window regulator (motor) is bad since it is totally dead and wont move.

IDK. Not a mechanic. I do own a 2009 BMW E93 N51. I agree with Michael that you need window regulators. I had a similar experience with a 1999 Chrysler. The driver's window failed. The stupid mechanic replaced the regulator and it worked briefly. On my return to the dealership, the CSR did the repair himself. He said my window's internals were filthy. He cleaned out 20 years of dirt, then replaced the regulator again. I've had no further issues. So do as Michael recommends, and clean everything to do with your windows, then replace the regulators.
