Do they not work at all or just sometimes? They are simple mechanical switches and can simply wear out, though not both at the same time. If they were working and suddenly both up and down stopped working then it sounds like a bad connection. Though bad connections don't usually just happen. They usually occur after some other work was done on the vehicle or perhaps if the vehicle hit a bad bump or was in an accident. But have you checked the other buttons on the steering wheel? Does the cruise control work? Radio channel selector? Earlier versions of the town and country had some real problems and had a recall to fix the clockspring connector in the steering wheel.
