If you are low on fuel then you are probably hearing the pump. The fuel in the tank cools and muffles pump. There are multiple things that can make the buzz noise while sitting still and can get more noticeable when its quiet or next to a wall or another car.

If the ignition is on, it is normal to hear a little noise from the fuel pump.
