Clicking when trying to start, when it started hazards and wipers turned on

I have a 2015 chevy Cruze and Unsure what this could be. When starting my
vehicle it makes a clicking sound. It eventually will turnover but when it does
the hazard lights come on as well as the windshield wipers. Originally thought
it was the starter so the starter was replaced. But it seems to be something
else. Battery? Electrical? On the dashboard where the compass is it says CAL
instead of N,S,E,W when it has an issue starting. Also I get a note on the dash
power steering needs service.

May have a low battery because of a problem with the charging system.. Try charging the battery and then have the charging system checked.
