Is it slow cranking? If so charge the battery or use jumper leads to start it. If it's cranking normally there's something else going on, in which case it's time to check the basics: fuel, spark and air.

and maybe try starter fluid to at least get running, and get bottles of heat for fuel if lines have water
I have the same issue with my 2001 Excursion V-10. From time to time it will crank very well (new battery a few months ago) but no sign of starting. I can always get it to start by retrying and fiddling with it. Many discussions of this with no clear answers but some mention IAC (Idle air control) and others MAS (mass air sensor). HOWEVER, one thread describes the exact problem and the person reports finally fixing it by getting a new key. The key has a sensor to prevent theft. Apparently one was getting old and not so reliable and new keys fixed it. They aer $100+ at a dealer but cheap online. I am going to try this - first I will just switch to my 2nd key and see if the issue comes up with that key.
