Rust ring on my break rotors

I have just got a 2015 Ram 1500 sport. The
break rotors have a rust ring around the
inside on both sides on the rear. The pads
look like they touch which should rub that
rust off until it rains or gets wet again. But
they have never gone away. Any ideas what
might be wrong? Doesn’t seem right.

From what I can tell they are. I didn’t take them off so I don’t have measurements or anything on them right now.
