1971 Supper beetle Horn blows when I pull the dimmer switch for the headlights?? What do I do???

The first thing to check when something weird like that happens in a VW is to check the fuses.

Have you had the steering column apart? The contact switch for the dimmer rests right below the horn contact ring on the back side of the steering wheel. If the screws holding the turn signal in the column come loose or if there is not enough gap between the column and the steering wheel the dimmer contact will touch the horn contact ring and sound the horn.
