Starter and interior lights kick in and out while driving

I have a 2001 Ford expedition xlt 5.4L v8. I
had just replaced the starter and starter coil.
Battery is brand new and everything works.
Now the starter kicks in and out while driving
and a buzz noise in the dash right by the
steering wheel. It had never done that but
today was raining and was told it might be
because moisture is in the circuit board. It
starts right up but then the starter kicks in
and out. What can I do to fix this?
