Is the power relay stuck or the ignition switch actually not turning everything off. I bet you will find other items still function even if the ignition is off and the keys removed. Time to dig out the wiring diagrams and start tracing circuits and relays.
And I see also my radio stays on with car off and keys removed
My 16 Elantra clock stays on even I turn the car off and take the keys out and that start draining my 12 V battery
