Question type: Maintenance & Repair

Ok, new battery, new starter...turn the key, dashboard lights do the off thing
but the starter no longer turns or attempts to turn it seems that power is no
longer going to starter...do starters completely die like that...what else would i
look for ignition wise...something in steering column? fuse, computer thank
you

cant get to the starter with hammer well....did not start in neutral. and reaching in and checking the connections i received a zap..so i guess it is the starter because it looks like the solenoid is built in, not sure.
