Cant complete Monitors after several miles and drive cycles, any idea whats wrong?

I have a 2001 Ford Ranger 3.0 V6 4x4 and I cant pass smog due to incomplete
monitors( Cat monitor, 02 monitor, 02 htr monitor) I had all my cats replaced and all 02
sensors including 02 heater sensor replaced still no luck after several completed Drive
Cycles and 1000+ miles. I also changed my ECU and had all my wiring checked at
Ford Repair Shop with nothing found wrong. All they said was to drive it more. No
Check engine light, no Codes just incomplete Monitors. is there anything I might have
missed? or anything else i can do to complete monitors?

Sell it or move from California. There aren't many more hoops your government can have you jump through. Good Lord Almighty!
