Im looking to buy or lease a new subaru forrester, premium with the all weather
package, what do you recommed for negotiating best prices on purchase or
lease at the end of the month when sales people are looking to make their
quotas?

Forester women are exceptionally ripe for exploitation by Subie dealers; they'll smell you 100 feet away. Tom is correct.
