1990 safari w/bad fuel pump, can you put an electric in-line pump of some kind

Yes, but most times the old pump restricts fuel flow too much and still has to be removed. Then you have to rewire pump circuit. You aren't saving yourself much money or trouble by changing over to an inline pump. It can make sense to go to an inline pump on older cars that had mechanical pumps or on hotrods looking to upgrade. Not so much on modern cars. Dropping a tank is staight-forward, can be a DIY project with a set of jackstands and basic tools. A mobile mechanic could also change a fuel pump in your driveway.
