can i put just water in the reservoir tank to get to a mechanic as it is leaking out coolant mix

Yes. How far is the mechanic? If the reservoir and radiator are leaking that badly you should consider a tow-- those neon motors are aluminum and prone to heat soak and warpage.

I have a 03 dodge neon an i add a small bottole of water put water in where it says special engine cooliant will it hurt the car ..cause i drove an it pouring green all out the front could it be from that

If coolant is “pouring” out of the front, as you suggest- I would have it towed to a mechanic so they can change the radiator, radiator pipes, thermostat and/or the water pump as necessary.
