I put water in my radiator and the fans did not come on does the fans run when I drive only

I went to Houston yesterday and louisana last Thursday but when I came from Houston my car was smoking and I put water in the radiator and it stop . Now the question is when I put the water in the radiator the 2 fans was not running I had the car on . Does the fans works when you are driving.

If the water gets too low then the sensors may not pick it up ... when an engine gets so hot that you start seeing smoke ... be prepared for major problems
