Any idea where I can convert manual seat to power in a 2016 chevrolet silverado

Any mechanic that can do automotive electrical could do the swap if you find the seat.

If you know any DIY auto enthusiasts you could have one take your seat out and check under the carpet for a unused electrical plug ( sometimes the wire harness built into these trucks are generic and unused wire plugs get tucked away.) Go to a used parts place and find a clean electric seat (from a same year or similar vehicle cross referenced by the techs at most parts yards) and the bolts will line right up ( 99% of the time) and then you have yourself electric seats. Just make sure you check the fuse panel and make sure you install the correct fuse into the probably empty electric seat fuse location because it wasnt equiptment installed prior. Fuse up and hopefully thats how it goes. Worked for me on a couple different vehicles so far

Oh and i almost forgot, if the seats you choose are leather they will include heated element. Which is another fuse but also a power button. Find the power button in the truck with heated seats and then go to your truck, there will be a place where the button goes that may be an empty panel or even juat a snap-in cover you can remove anf install the button like it would be in the other truck. Which most vehicle manufacturers do if you request an option be installed in your vehicle. They pop off panels and pop on new updated ones. Swapping is no different. Just always remember to check for an unused plug behind the panel before you buy parts to install. And always attemp to test equiptment from used parts yards before the 30 , 60 or 90 day warranties expire
