2004 honda van wont come out of lock

My ignition wont turn on or come out of lock i have
replaced fuses put it in neutral an still the switch is locked
but it clicks when i have it in neutral i think its the starter
what do u think??

No my battery works i get good connection ill hook it to another hook up n double check tho
