climate control blower quit working

Hi, the blower on my 2003 accord ex. dual/auto climate control quit working. fuse and relay are good. pulled the motor, supplied 12v, it works pulling abt 10 amps. Plugged back into car, when the ignition is turned to on position it gets power abt 2 seconds, if turned to start position it also gets power (abt 2 sec) when released from start position.
