Starting Problems

Engine will not start after rain.  The fuel pump will not come on when key is first turned on.  Pump is OK, fuel relay is OK.  What else causes this problem?  Engine will start if I open the hood and let the engine compartment dry out.  This is not a spark problem because the enging will start if I direct prime the intake.

My gut instinct would be moisture in the PCM - as the PCM does the Initial prime through the Fuel pump relay for 3 seconds Then waits for a rmp signal from the crank position sensor to reactivate the pump.
