A/C cold air temperature

I have a 95 civic Dx (1.5L). Recently I had the antire A/C system replaced tue to a blown compressor. Now it seems to work but the air that comes out of the blowers never gets below 70 degrees when run at max and high speed (@70mph). I checked my other car and the air that is blows gets as lows as 43 degrees.
Is there a thermoter, a sort of dial that adjusts the temperature of the cold air? If not what could be wrong. The system was refilled just a couple of days ago.
I am posting a question because I do not trust my mechanic much (I know I shuld find a different one).

From the description it sounds like your system wasn't flushed prior to the compressor replacement. Now the expansion valve might be stopped up and not closing. When the other compressor crashed it polluted your entire system with particles from the damage and you should have had it flushed, new receiver drier and expansion valve to ensure no problems.
