My car cranks but it doesn't turn on

I have a 99 honda civic ex that has all requires things
to start I made sure I has spark, fuel, air , and
compression. Yet still it doesn't want to start. The
timing jumped on me while I was driving thru the
freeway, I heard a noise as if something has fallen off
but I can't tell from where because everything that I
see of is in the engine and nothing came loose
besides the timing belt which I retimed it and replaced
it along with other things. I checked to see if it wasn't
my main relay that was failing me but its fine. I'm at a
lost right here I have no clue what else could be failing
me maybe the ecu but I don't want to waste money on
buying one and I want to be sure it is before I do. Oil is
fine gas as well I have a full tank one thing I do notice
it when I cranck the car to turn it on the rpm dial
doesn't move up. If anyone can help me I would really
appreciate it thank you.
