My code reader does not connect to my pcm

I have a 99 civic with a B20B and a B16 gsr tranny with a gsr head and when i hook up my code reader it does not connect to it. Could it be that my code ready only hook up to certain cars with 99 and up?

In 1999 OBDII was only 3 years in to it's evolution and if you have an inexpensive scanner that just possibly may be the case, Here is a really good article if you want to read up on OBDII ...http://www.obdii.com/background.html

since you are running a frank b20V are you using a stock ecu or a chipped one? if its chipped and a software that the code reader can not understand that would be the issue you are having.
