What would cause a vibration at 38 mph in 2003 Honda civic 1.7l

When driving at 38mph there is a vibration that comes and goes. I have put car on lift and pulled the tires and bearings, tie rod ends, CV axles, (left one has a slight wobble) could be the problem.

It could be, are your wheels balanced, are the rims bent? Are the wheels wearing correctly?
