Car A/C not working properly

A/C on my car is not working properly. I get cool air in waves, for few seconds it blows cold and for the next it is room/outside temperature and the cycle would keep repeating itself. Sometimes it would work when air it directed towards windscreen without even turning on the AC, other times it won't even when I turn it on. Anyone knows what it can be?

Could be a climate control / computer module glitch, a dealer might be better at sorting that out versus neighborhood shop.
