Lower brake lights not working at all.

Have a 2002 honda accord special
edition. My lower brake lights not workin
only 3rd one is. And my brake lamp
comes on when i turn the car on and
press the brakes a couple times. Check
bulbs and brake switch put new. Check
20 amp fuse in bay good. Everything else
works Fine.
