Locks not reacting

I bought two key fobs for my 2001 Ford
Taurus I'm doing the 8th turn thing and I'm
not getting no reaction for the locks
whatsoever any suggestions

Make sure the locks on the car are all up or open. So when you are turning the key in the ignition from Off to On/Run rapidly within 10 seconds without starting the engine, the locks on the car should lock then unlock. Keep the key in the Run position. Then you can push any button on a fob within 20 seconds to marry them to the car. You can program the two fobs at the same time, push a button on fob 1 then a button on fob 2., the locks should cycle lock and unlock and then turn the ignition key to off. Then you are done.
