Grinding noise when I start 2001 Civic, changes with AC fan speed

I have a 2001 Honda Civic LX 4D Automatic.  When I start the car I hear sort
of a grinding sound.  Popping the hood, it could be coming from the area
around the fuel pump / alternator.  The grinding seems to decrease slightly
as I increase the AC fan speed.  The AC also cut out temporarily for a few
hours but then came back on 2 weeks ago and is working now.

The noise is present regardless of whether the AC is on or off.  Any ideas
what this is or how I can diagnose the issue?

Can I infer anything based on the noise changing with the power setting on the AC fan? What is it most likely to be?
