Wheel shaking

Recently purchased 1999 Honda Accord and until today it
was driving perfectly. The past two days the weather has
been non stop heavy rain, sleet and wind which I've had
to drive quite a bit in. Today while on highway my wheel
began shaking and felt slight tugging of car. Wheel doesnt
shake under 55/60mph. Also, noticed my hubcaps are no
longer lined up with the tires as they were and should be.

Well, what needs to be checked out is the tire, to see if it broke a belt, or just may be out of balance. and check for worn front end parts, tie-rods & wheel bearings. Best tap that hubcap to make sure its all the way on so you don't loose it in the mean time.

Yes it would, the shaking in the wheel bounces the wheel causing the hub cap to move.
