Why won't it turn over, start?

99 Honda accord V6 2 door, the car
drove fine we replaced a oil pan plate
gasket earlier n the day drove for about
45 minutes got home. Went to move the
car with in minutes of parking it and car
would not start. It makes noise like it's
going to start but the motor doesn't turn
over. We checked starter battery simple
fixed but nothing. It makes a steady
"wining " noise just no fire. When u turn
the key... HELP

Wining,could be bad battery or connections to it,or bad starter.

Well we had the tie truck test battery it's good and he cleaned the connectors, he knocked on the starter... Still nothing

I think you may have a bad starter,some times the tapping trick does not work.
