everybody that owns an civic any model should be very familiar with hondatech.com
i have had it with my 90 HB CIVIC, u better check yr ground wires, take em off and clean em , sand paper just take the dirt and the rust off, it should be ok other wise che ck yr starter.. hope this will do
i agree with the ground wires, they're really simple to fix too. also, your steering wheel will lock if you move it around after turning the car off...make sure the wheel's in between the spots to the left and right where its locked

add another ground wire to your starter...it should boost up the electric charge a bit...i had that problem before...
unfortunately if after you do that it wont work. Im afraid sometimes it might just be a fuel pump issue. Hoping thats its not and that its just a weak starter. Check this website out for diagrams and troubleshooting tips. Not to mention cheap OEM parts and great customer service
