I have a 99 Honda passport. It will not start. It is acting like it is flooded. What can be causing it.

It has always started until today.
Although once in awhile it starts and
dies but will start right back up.

The mechanic found a rusted connector on one of the sensor. They cleaned the connectors and now it starts every time.

I have a 1999 passport. Lost my key. Tried to replace cylinder with a new key. Stripped the old cylinder. Locksmith came out, could not rekeyed due to damage so he put a part on that allowed me to crank it with a tool. That failed after 4 days. Question: does the 99 have a chip? If I replace entire sterring column, will it crank or still have to be programmed by Honda? Need to know if this model has the chip that requires programming before I spend a ton of money
