my 98 civic gets power but won't crack over wat can it be

Low battery voltage, loose/dirty battery connections, loose/dirty frame or motor negative connections, loose/dirty starter connections or failing starter. All because other electrical components work does not mean there is enough voltage to crank the car. Radios, lights, ect are low amp items. Starters on the other hand use a lot of amps. So battery and connections have to be near perfect for starter to work but other items may still work with low battery or bad connections. Check battery voltage.
