1998 Honda Civic low voltage problem

I have the dimming lights, the crazy speedo, while running
the voltage meter says 12.08 voltage, I've changed the
fuse box and the alternator and the engine light stays on.
When I start driving it , it hesitates or stuffers s little. Any
help would be appreciated.

Also the voltage is good from the voltage regulator to the battery. I cleaned the battery terminals and the battery cables. Not sure wha else to do ? The problem has to be between the battery and the engine. Help !
