Is it right to say and accepted that my 1997 Honda accord with 150000KM consumes 9-10km for 1liter of fuel?

That translates to about 15 MPG, so that is uncharacteristically low. You should replace your oxygen sensor. Also general maintenance items such as some synthetic or 50/50 synthetic-conventional blend oil, new spark plugs and fuel filter will help the engine run more efficiently. In some cases the knock sensor may be malfunctioning, which would retard your ignition timing causing a loss of efficiency/power which wastes more fuel. Good luck.
