Ok I am not so bright about vehicles. When you say to disconnect the negative cable is the car running when you do this?

No, no, no. Do not do anything. Bring the vehicle to a qualified mechanic for repair. Disconnecting the battery could cause even more problems.
I want to thank everyone who responded I will not get under the hood except to check the oil and my other fluids.
You cannot "reset" a clock spring. A clock spring is simply an electrical connection at the steering wheel, not an electronic device.

It's not about resetting the clock spring, per se, but the attached steering angle sensor whose output is needed to operate the ABS and traction controls. It's a complicated resetting procedure requiring the software to read and reset the system, but not restricted only to Subie stores. Shop around for someone with the software.
