I was turning and the tire and drum are
loose and under my front fender. Is it a tie
rod broken?

If the spindle can swing back and forth freely then it's likely a broken tie rod end, you should be able to see the tie rod, and tell if it's connected or not. A pic would help. In your case, the tie rods connect the steering rack to the wheel spindle (a spindle may also be referred to as a steering knuckle). The spindle holds the hub assembly/wheel bearing and rotor. If the spindle can swing freely, then the tie rod is already broken and vehicle can't be driven, it'll have to be towed.
