My 96 accord does not shut off all the time when i turn the keys off, what could be the problem?

i replaced the ignition switch already because it was doing that and my radiator fans
weren't working also. my chilton said that the switch could be the cause of both problems
so i replaced it and the car still does not shut off all the time. sometimes it continues to
run but does eventually shut off but it mostly doesn't shut off.
