idle goes up and down and acts like its running out of fuel

My 2000 Ford expedition acts like it's
running out of fuel even with plenty of fuel
in it.I have to push the had and break at the
same time to keep the idle up and regular in
drive I can push the gas pedel to the floor
and it sputters like it's running out of fuel
and it won't hardly move
