2000 Ford Expedition no heat

My 2000 Ford Expedition has no heat.
1. Observed actuator turning
2. Blend Door is proped open

Still no heat. What else can I do to narrow down the
problem?

Check heater core is getting coolant - if their is a solenoid-activated heater hose coolant valve, make sure that is working. Check coolant levels are good - low coolant can prevent any from flowing to heater core. If heater hoses feel hot and pressurized, then you may want to check core for proper flow. The core is just a mini radiator, it can become restricted.
